ICAO ANNEX 15 COMPLIANCE STATEMENT

1. PURPOSE
This document clarifies the position of SmartContentGuard ("SCG") in relation to the standards and recommended practices of the International Civil Aviation Organization (ICAO), particularly those established in Annex 15 to the Convention on International Civil Aviation – Aeronautical Information Services (AIS), and Annex 3 – Meteorological Service for International Air Navigation.
2. NATURE OF THE SOFTWARE
SmartContentGuard is an auxiliary visual highlighting tool for aeronautical information, developed to facilitate the reading and identification of terms in data published by official AIS/AIM (Aeronautical Information Management) providers and authorized aeronautical meteorological services.
SCG IS NOT:
An official provider of aeronautical or meteorological information.
A replacement for official publications (AIP, NOTAM, AIRAC, official weather bulletins).
A replacement for certified meteorological services (REDEMET, AWC, Météo-France Aviation, etc.).
A system certified or approved by aeronautical or meteorological authorities.
A primary data source for planning or conducting flight operations.
A replacement for mandatory meteorological briefings.
A decoder or interpreter of meteorological codes (METAR, TAF, SIGMET, AIRMET).
A decision support system or operational recommendation tool.
A certified Electronic Flight Bag (EFB) application.
SCG IS:
A passive visual highlighting tool that emphasizes keywords and patterns in text already published by official sources.
Non-certified, advisory-only software for informational purposes.
A tool that does not alter, validate, decode, interpret, or certify original content.
Compatible with publicly available aeronautical terminology and formats.
Important Note: The user remains entirely responsible for directly consulting official sources (AISWEB, REDEMET, DECEA, ANAC, FAA, EUROCONTROL, etc.) to validate all critical information.
3. RESPONSIBILITY AND LIMITATIONS
3.1. Official source of information
In accordance with ICAO Annex 15 and Annex 3, the responsibility for providing accurate, complete, and up-to-date aeronautical and meteorological information rests exclusively with signatory States and their official AIS/AIM and MET providers.
3.2. Auxiliary Nature
SmartContentGuard acts only as a visual interface tool, processing and highlighting text obtained from public sources or authorized corporate systems. It does not:
Generate aeronautical or meteorological information.
Validate accuracy or completeness of data.
Certify operational suitability of information.
Interpret or decode official codes (NOTAM, METAR, TAF, SIGMET).
Provide operational authorizations or clearances.
3.3. User responsibility
The user remains fully and exclusively responsible for:
Verifying all information in official sources before making operational decisions.
Consulting current and valid AIS/AIM and MET publications.
Conducting mandatory pre-flight briefings.
Following their organization's Standard Operating Procedures (SOPs).
Complying with all applicable civil aviation rules and regulations.
Applying professional judgment to all highlighted information.
4. STANDARDS-BASED (NOT CERTIFIED)
4.1. Terminology Inspiration
SmartContentGuard's keyword recognition logic is inspired by publicly available documentation, including:

Important Clarification:
"Inspired by" and "based on publicly available documentation" means:
The software recognizes terminology and patterns from these documents.
It does NOT mean the software is certified, endorsed, or validated by ICAO or WMO.
It does NOT mean the software complies with regulatory requirements.
It does NOT mean the software correctly interprets or decodes these patterns.
5. VISUAL CLASSIFICATION SYSTEM (INTERNAL RISK PERCEPTION SCALE)
5.1. Color System
SmartContentGuard uses a color-based visual classification system:
🔴 Critical (red)
🟠 Attention (orange)
🔵 Informational (blue)
5.2. Nature of Classification
This classification constitutes an INTERNAL IMPORTANCE PERCEPTION SCALE, developed by the owner based on publicly available terminology, and expressly:
DOES NOT reflect official risk classification by aeronautical or meteorological authorities
NOT indicate approval, validation, or certification by ICAO, WMO, DECEA, ANAC, FAA, EASA, or any regulatory body.
NOT constitute certified or validated operational risk analysis.
NOT replace qualified professional judgment (pilots, dispatchers, meteorologists, controllers).
Is based on textual pattern recognition, not contextual operational analysis.
5.3. Classification Limitations
The presence of highlighting does not necessarily mean the information is operationally critical.
The absence of highlighting does not mean the information can be ignored.
The classification may contain false positives, false negatives, omissions, or categorization errors.
The system has no operational validation or quality certification.

The presence or absence of highlighting DOES NOT INDICATE operational significance or criticality. Users MUST APPLY training, experience, and professional judgment, and MUST FOLLOW company procedures and regulatory requirements.
